Zambia’s Ministry of Infrastructure, Housing, and Urban Development (MIHUD) is on a mission to build a better future for all Zambians. What MIHUD Does: A Broad Mandate
The Ministry’s mandate is both broad and critical. As detailed in Zambia’s 2021 Gazette Notice No. 1123, MIHUD is responsible for everything from designing and constructing public infrastructure to maintaining government property and managing urban development. It oversees key statutory bodies like the Road Development Agency, the National Housing Authority, and the National Construction School

MIHUD’s vision for 2022-2026 is simple but powerful: “To be a Ministry delivering adequate and sustainable infrastructure and housing for all.” At the heart of this vision is the belief that good infrastructure can transform lives. Whether it’s by providing safer, more affordable housing, or building new schools and hospitals, the Ministry is focused on projects that make a tangible difference.
To achieve this, MIHUD is focused on three key areas: operational excellence, better coordination with stakeholders, and developing sustainable infrastructure and housing. Tackling the Housing Deficit
One of Zambia’s biggest challenges is the shortage of decent housing. The country’s population has grown significantly—from 16.9 million in 2018 to 19.6 million in 2022—putting enormous pressure on existing infrastructure. Many people live in informal settlements, and the housing deficit continues to grow .
In response, MIHUD has set ambitious targets. By 2026, the Ministry plans to construct 1,000 public housing units and another 1,000 social housing units. These homes won’t just provide shelter; they’ll also offer security and stability to thousands of families, helping to reduce poverty and improve overall living conditions. Beyond this, the Ministry is focused on redeveloping informal settlements, aiming to improve these areas with better housing, services, and infrastructure
As part of its broader strategy, MIHUD is also working to create more affordable housing by partnering with the private sector. Through public-private partnerships (PPPs), the Ministry hopes to mobilize additional resources and expertise to meet the growing demand for homes. "Collaboration is key," says Minister Milupi. "We are actively working with private partners to ensure that we can deliver housing at an affordable price, without compromising on quality"
Building for the Future: Climate-Resilient and Sustainable Infrastructure
In today’s world, infrastructure must do more than just stand the test of time—it needs to withstand the impacts of climate change. Heavy rains, floods, and rising temperatures have already caused damage to schools, roads, and bridges across Zambia. Recognizing this, MIHUD is committed to building climate-resilient infrastructure that can better cope with extreme weather
The Ministry has set a goal of upgrading 70% of Zambia’s existing public infrastructure to meet climate-resilient standards by 2026. This means using smarter designs, more durable materials, and sustainable practices to ensure buildings and facilities can endure the changing climate. Moreover, all newly constructed public infrastructure will be designed to meet universal accessibility standards, ensuring that everyone, including people with disabilities, can access and benefit from these facilities
Permanent Secretary Prof. Albert Malama highlighted the Ministry’s commitment to sustainability: "We are not just building for today. We are building for the future, and that means making sure our infrastructure can withstand the challenges ahead, from climate change to rapid urbanization".
Innovation and Technology: Faster, Smarter, Greener
To meet its goals, MIHUD is embracing innovative construction techniques and advanced technologies. By doing so, the Ministry hopes to speed up project timelines, cut costs, and make construction more environmentally friendly
This includes promoting the use of green building methods and alternative construction materials, which are not only more sustainable but often more affordable. The Ministry is also exploring ways to modernize urban areas by redeveloping underused public spaces into vibrant hubs of activity. This urban renewal initiative is designed to make cities more livable, by creating spaces that encourage business growth, job creation, and social interaction.
Overcoming Financial Challenges
One of the biggest obstacles MIHUD has faced in the past is financial constraints, which have delayed many infrastructure projects. To address this, the Ministry is implementing stricter financial controls and exploring new ways to raise funds. For example, MIHUD is looking into leasing government-owned properties and creating new revenue streams that can support ongoing and future projects.
Regular financial audits and increased transparency are also part of the plan. By ensuring that funds are managed carefully, the Ministry aims to avoid the cost overruns and delays that have hampered past projects. Additionally, MIHUD is prioritizing the timely payment of contractors to prevent work stoppages and ensure that projects are completed on schedule
